There looks to be a large Kanji, or possibly several, over a laurel wreath with a "Cherry Blossom" in the middle. The Japanese WWII Civil Defense helmet was the final of four variations of the Type 90 Army helmet and was designed specifically for mainland civil defense. Overall condition is very good
